The Links at Santa Rita Springs HOA Annual
Meeting was held in the Fiesta Room at
the Springs GVR Social Center in Green Valley, Arizona on
Saturday, January 19, 2013 at
ORDER: The meeting was
called to order by President Tom Sparby at 9: am.
Tom Sparby, Gloria Combs,
Ed Frantz, Carol Klapmeier, Norbert Bisek, Hank Glieden, John
Scarlott, Gordon Somerville and Gerald Vigoren.
IN ATTENDANCE: There
were 34 members present including the Board. Nomination/Election
Committee Chairman Carole Blazick announced that ______ Ballots were
returned. Ballots had been
mailed to all homeowners on January 2, 2013
and notices were posted in the communications boxes by Carol
The minutes of the previous annual meeting held
on January 25, 2012 were
approved with the following correction:
Sentence in the Treasurerís Report reading ďEd explained while
our CC&Rís do not allow our annual dues to be lowered, a refund is
allowed if the Board agrees.Ē Should read,
Ed explained while our CC&Rís do allow our annual dues to be

Ed intended to make the
point that if the board lowers the dues, there are restrictions
on raising the dues the following year.
That the minutes be approved as corrected.

President Tom Sparby
announced that his tenure was up & he would be leaving the board after
this meeting. He pointed
out the several accomplishments that had been made this year and
thanked the members of the Board for their support.
He suggested that Hank Glieden continue to be our Bufflegrass
expert and lauded the progress the Links has made in controlling this
invasive species under Hankís vigilance.
That we give a special thanks to our president, Tom Sparby,
for his leadership.
Gloria Combs announced that a new contract with Waste Management was
signed. There will be two
bulk trash pickups one in April & another in October.
She announced that the surcharge for fuel had been removed from
our quarterly bills, but that we should expect a 4% to 5% increase in
the fees next year.
Waste Management offers a
vacation discontinuation of service with a small reinstatement fee.
TREASURERíS REPORT: Ed
Frantz presented the Budget for 2013 & the Income/Expense Report for
2012. He announced that he
had brought the Certificates of Deposit for anyone to inspect and that
the books are open to anyone who wishes to inspect them at his home.
There followed a discussion on the pros & cons
of maintaining such large reserve funds.
President, Tom Sparby announced that at the January 15 meeting
the Board of Directors passed a motion to reaffirm
the reserve fund goals set by previous Boards of Directors.
Gordon Somerville announced that while there had been no legal issues
to address this year he had taken the opportunity to attend
educational meetings offered by GVR, and felt comfortable that the
Links is in good standing in this regard.
Scarlott announced that the Links web-site provides the forms
necessary for home owners to request clearance for making changes to
Norbert Bisek announced that pursuant to a motion passed by the Board
at the January 15 meeting, the streets in the Links will be seal
coated in 3 to 4 weeks.
Carmen Scarlott will make the announcement as to exact schedule via
email and notices will be posted in the communications boxes.
Further, he stated that in 10 to 15 years we will have to do
major repaving to our streets at a cost of $90,000 to $250,000 in

Gerald Vigoren stated that it has been a good year with regard to loss
of plants in our common areas.

Hank Gliedon announced that the buffelgrass
continues to be an ongoing concern.
It had invaded the house at 2861 S. Greenside Pl. which is in
foreclosure. The proper
procedure in combating bufflegrass is to spray it with Round-up Plus
regularly and do not pull it.
It can take up to 3 years to succeed in eradicating it.
Adding a pre-emergent now can also help.
An announcement in our recent electric bills
offers a county presentation on January 26 through the Sahuarita
Department of Public Works.
BUSINESS: The question
of the house at 2861 S. Greenside Pl was discussed.
This is the first foreclosure the Links has had in 14 years.
We will file a lien against the property for the unpaid dues.
Several efforts have been made to get the bank
to see to the maintenance of the property.
Now, our only choice is
to maintain the exterior ourselves in order to preserve the property
values in the entire neighborhood.
COMMITTEE: Pat Bishop
is the chairman. Get well
& condolences are sent out by this committee as needed.
We should all keep her advised of any needs in the Links that
we become aware of.
Judy Miller reminded the
membership of the upcoming Potato Bake on February 21, 2013.
It is hoped that all will attend.
BUSINESS: It was
announced that Ed Frantz will be leaving the Board at the end of 2013.
Tim & Jane Perkins would be willing to work with him during the
year to computerize the
books & serve as Treasurer in the coming term.
The purchase of a computer will be addressed by the new Board

the membership, the meeting was duly adjourned at 10:15 A.M.
